This Specific Plan addresses the area of unincorporated East Los Angeles within the 4,061-square miles of the County of Los Angeles. The transformation of Third Street through utilizing form-based code brings an opportunity to create an integrated set of standards for private development, infrastructure, public landscape and street network systems. Four MTA Gold Line stations are also located within the project boundaries. Maximizing transit access and integrating all forms of transportation, while maintaining neighborhood character was a key component of the project.
The project team conducted four community Discovery Workshops focusing on street network, streets and circulation; walkability and pedestrian safety; open space and recreation; civic uses; building intensity and compatibility; commercial and retail locations and intensities; utility infrastructure; and existing / pending development.
The Plan recommends a number of new public amenities which may be designed and constructed as part of a private development or by the County. These include jogging circuit, playgrounds, plazas, small parks, and bicycle connectivity. This long-range community vision is one that may ultimately take 50 or more years to be fully realized however the Plan articulates a series of goals within the first 20 years that will be transformative, and that should cement the community’s resolve to stay the course, with appropriate periodic adjustments and updates.
